All Police and Crime Commissioners (and equivalents) have a statutory responsibility to deliver an independent custody visiting (ICV) scheme in their policing area. ICV schemes enable local volunteers to make unannounced visits to police custody to check on the rights, entitlements, wellbeing and dignity of detainees held in police custody.

In July 2026, the Office of the Police and Crime Commissioner (OPCC)’s ICV scheme was recognised with a silver quality assurance award by the Independent Custody Visiting Association. For more details, please click here.
The Office of the Police and Crime Commissioner for Devon and Cornwall has developed our own Independent Custody Visiting Scheme Guidelines, which set out how independent custody visiting is conducted and managed in Devon and Cornwall.

The OPCC is not currently recruiting independent custody visiting volunteers. When we do recruit we will advertise opportunities on this webpage.
