The Commissioner is committed to supporting an effective and progressive youth justice system that places prevention, early intervention and positive outcomes for children and young people at its heart.
The Office of the Police and Crime Commissioner (OPCC) plays an active role in local youth justice governance, providing financial contributions to support service delivery and maintaining membership on strategic partnership boards. This involvement helps strengthen oversight, promote effective partnership working and support the ongoing development of services across Devon and Cornwall.
In addition, the Commissioner supports the Independent Out of Court Resolution (OoCR) Scrutiny Panel via the Local Criminal Justice Board (LCJB), which provides oversight and assurance regarding the use of out of court resolutions. New scrutiny arrangements are also being developed for knife crime cases to meet the new guidance, helping to ensure that decisions are transparent, consistent and support opportunities for rehabilitation while maintaining public confidence.
Through these arrangements, the OPCC continues to champion learning, continuous improvement and evidence-based practice across youth justice and diversion services.
