In the midst of a storm of overlapping crises – overcrowded prisons, high reoffending rates, a persistent housing shortage and a severe skills gap in the construction industry – this award-winning Prisoners Building Homes (PBH) programme provides a ‘triple-win’ solution. PBH brings together the public and private sector to unlock land to deliver affordable, quality, low carbon, sustainable homes, while also providing job opportunities for serving and post release prisoners to enable them to turn their lives around and reduce reoffending. It was the brainchild of the five South West Police and Crime Commissioners (PCCs) and kickstarted with funding by the PCC for Devon and Cornwall, whose office provides a coordinating role for this innovative programme on behalf of the five PCCs – under the South West Regional Collaboration.
PBH is now a national cross-government programme sponsored by the Ministry of Housing, Ministry of Justice, and Police and Crime Commissioners. It is supported by the Cabinet Office (Office of Government Property), Local Government Association (LGA) (One Public Estate), His Majesty’s Prison and Probation Service, and Local Partnerships (who are owned by the Treasury, LGA, and Welsh Government).
Since it launched nationally in September 2024, PBH has received 100 plus sites for 700 plus homes and is now working with 14 housebuilders across 13 prisons employing 124 serving/ post released prisoners.
We need an Administrative Officer to join this busy team to support the Programme Delivery Manager. You will be highly IT literate and confident in designing and delivering presentations, interrogating Excel spreadsheets with the use of formulas and maintaining our electronic record system. You will liaise with multiple stakeholders nationally, ensuring that partners needs are met so the project can run on time. This will involve organising meetings and events, scheduling dates and venues, circulating papers, taking notes and writing actions lists to follow up and record in our system. You will be the first port for email and social media enquiries. It would be an advantage if you have previously worked in the housing sector or planning department for local government, but it is not a pre-requisite.
The role is varied, challenging and highly rewarding. The successful candidate will be required to spread the 18.5 hours over a five-day working week.
